Ok, I think I understand. The Holder DOJ won’t prosecute two New Black Panthers for voter intimidation caught on camera, but they can bring a lawsuit against the Arizona law before one person has even been detained by the police for their immigration status.
Actual civil rights violation vs. soon to be imagined civil rights violation.
